Starknet, the prominent Ethereum layer-2 scaling network, has officially initiated a non-binding governance vote to determine whether STRK token holders support exploring a transition into an independent, post-quantum layer-1 blockchain.
The community-wide decision-making process began on Thursday when Starknet launched a seven-day poll on its governance portal. The vote offers participants three distinct options: express support for further research into becoming an independent layer-1 network, oppose the initiative entirely, or remain neutral while awaiting more comprehensive information. According to the platform’s governance schedule, voting is set to conclude on Oct. 22, with the final results to be published immediately following the close of the poll.
Governance participants and community observers have been quick to note the exact parameters of the current ballot. A "Yes" vote on the proposal would strictly signal formal backing for deeper research and development into the concept, rather than authorizing an immediate technical transition or structural overhaul. Should the community vote in favor of further exploration, subsequent proposals and additional governance votes would be required at later dates. Furthermore, Starknet’s development team has not yet announced any definitive timetable for when the network might actually transform into an independent layer-1 chain, underscoring that the current poll is purely exploratory.
The initiative is spearheaded by StarkWare, the core software development firm and technology provider behind the Starknet ecosystem. Representatives from StarkWare explained that severing or augmenting the network’s current reliance on Ethereum could ultimately allow Starknet to pursue robust, quantum-resistant security architectures without being bound to or constrained by Ethereum’s broader upgrade schedule. At present, Starknet relies heavily on the Ethereum mainnet for critical foundational infrastructure, including its cross-chain bridge and data availability layers. StarkWare has identified these underlying touchpoints as remaining quantum-security dependencies that leave layer-2 networks vulnerable if the base layer’s cryptographic assumptions are eventually compromised by advanced quantum computing.
Addressing the urgency of the matter, StarkWare CEO Eli Ben-Sasson emphasized that the blockchain industry cannot afford to treat quantum vulnerability as a distant theoretical threat. In a statement to Cointelegraph, Ben-Sasson argued that quantum-proofing cryptocurrency infrastructure is an urgent necessity that demands lightning-fast execution, contrasting this proactive stance with what he characterized as the comparatively slower pace of foundational progress seen across older networks like Ethereum and Bitcoin.
The governance proposal did not come as an entirely unexpected surprise to the blockchain community. Both Ben-Sasson and the official Starknet social media accounts hinted at the ambitious strategic pivot in separate posts published on the X platform on Oct. 8. In those communications, the leadership framed the long-term vision as an aggressive effort to position Starknet as the first fully quantum-resistant network in production by the year 2027.
This latest governance milestone follows a series of strategic disclosures by the core development team regarding the looming cryptographic threat. In June, StarkWare formally unveiled a comprehensive three-phase quantum-resistance roadmap specifically tailored for Starknet. That roadmap outlined a multi-step mitigation strategy covering critical areas such as cryptographic signature upgrades, smart-contract migration pathways, and the eventual decoupling or securing of Ethereum-dependent infrastructure.
The push toward quantum resistance is part of a broader, industry-wide awakening to the eventual capabilities of quantum computers, which could theoretically break the cryptographic algorithms that currently secure the vast majority of distributed ledger systems. Within the broader Ethereum ecosystem, core developers have also begun ramping up their own defensive preparations. Back in March, Ethereum developers established a dedicated post-quantum team with the explicit objective of researching and eventually introducing initial protocol-level cryptographic protections into the Ethereum mainnet by 2029. As major layer-2 ecosystems like Starknet evaluate independent paths to mitigate these futuristic risks, the debate over speed versus decentralization and base-layer security continues to shape the strategic trajectory of blockchain architecture.
