Starknet Opens Governance Vote on Exploring Independent, Post-Quantum Layer-1 Future

Ethereum layer-2 scaling network Starknet has officially opened a high-stakes, non-binding governance vote that asks STRK token holders to decide whether the network should explore a transformative path toward becoming an independent, post-quantum layer-1 blockchain.

The community consultation marks a pivotal moment for the ecosystem, thrusting the complex and often distant threat of quantum computing directly into active crypto governance. On Thursday, Starknet launched a crucial seven-day poll designed to gauge community sentiment on the ambitious architectural pivot. The poll provides token holders with three distinct options to choose from: cast a ballot in support of conducting further research into the layer-1 transition, oppose the exploration outright, or remain neutral while awaiting more comprehensive information.

According to the parameters of the governance process, voting is scheduled to close on Oct. 22, with the official results to be published shortly thereafter. Network organizers and developers have emphasized that a "Yes" vote would strictly serve as a mandate to authorize further technical and strategic research. It would not, under any circumstances, grant immediate authorization for an actual network transition. Should the community vote in favor of further exploration, subsequent proposals and additional governance votes would still be strictly required before any concrete steps could be taken. Furthermore, developers have clarified that no official timetable for converting Starknet into a layer-1 network has been announced at this stage.

The initiative is spearheaded by StarkWare, the core development firm behind the Starknet ecosystem. StarkWare has argued that breaking away from layer-2 status could ultimately allow the network to pursue cutting-edge, quantum-resistant security measures without being constrained or bound by Ethereum’s slower upgrade schedule and collective roadmap. In its current structural state, Starknet relies heavily on Ethereum for critical foundational infrastructure, including its cross-chain bridge and data availability layers. StarkWare has identified these deeply ingrained infrastructural ties as lingering quantum-security dependencies that could expose the network to future cryptographic vulnerabilities if left unaddressed.

The urgency driving this proposal was underscored by StarkWare CEO Eli Ben-Sasson, who pointed to the impending threat that quantum computers pose to traditional cryptographic algorithms currently securing the cryptocurrency industry. Emphasizing the need for proactive defense mechanisms, Ben-Sasson told industry media that quantum-proofing the crypto sector is an urgent priority that demands lighting-fast execution. He contrasted this aggressive posture with what he characterized as a much slower and more deliberate pace of progress being exhibited by the core development teams of larger foundational blockchains like Ethereum and Bitcoin.

The governance poll follows earlier public hints dropped by key figures within the ecosystem. Both Eli Ben-Sasson and the official Starknet social media channels previously teased the conceptual proposal in separate posts on the X platform on Oct. 8. Those early communications intentionally framed the strategic pivot as a bold endeavor to position Starknet as the industry’s first fully quantum-resistant network by the year 2027.

The current governance vote also builds upon earlier foundational disclosures made by the development team earlier this year. In June, StarkWare unveiled a comprehensive, three-phase quantum-resistance roadmap specifically tailored for Starknet. That roadmap outlined a systematic approach to fortifying the network against future quantum threats, encompassing vital areas such as cryptographic signature upgrades, smart-contract migration pathways, and the eventual decoupling or securing of Ethereum-dependent infrastructure.

The broader blockchain industry is increasingly grappling with the long-term threat that quantum computing poses to elliptic-curve cryptography, the mathematical bedrock of digital asset security. While layer-2 networks like Starknet explore radical infrastructural departures to achieve quantum resilience, layer-1 networks are also mobilizing resources to address the challenge. Notably, in March, core Ethereum developers established a dedicated post-quantum team with the explicit goal of introducing initial protocol-level cryptographic protections into the Ethereum mainnet by 2029. As the debate over quantum preparedness intensifies across the blockchain landscape, the outcome of Starknet’s ongoing governance vote will be closely watched by developers, investors, and stakeholders throughout the broader decentralized finance and cryptocurrency ecosystem.
