Hong Kong Regulators Advance Comprehensive Licensing Framework for Digital Assets, Custody, and Advisory Services

Hong Kong is moving decisively to solidify its position as a leading global virtual asset hub, with government officials confirming plans to submit a landmark legislative amendment bill before the end of the year to establish a comprehensive licensing regime covering four critical pillars of the digital economy: digital asset trading, custody, advisory, and management services.

The announcement, which reaffirms the special administrative region’s broader crypto regulatory strategy, was delivered during a Monday policy briefing by Christopher Hui, Hong Kong’s Secretary for Financial Services and the Treasury. According to an official government statement released in conjunction with the briefing, the forthcoming amendment bill is designed to address the rapid evolution and innovative developments currently reshaping the global financial technology sector.

By expanding the regulatory perimeter to encompass digital asset trading platforms alongside custody providers, financial advisors, and asset management firms, Hong Kong aims to build a robust, transparent, and secure ecosystem that protects investors while fostering responsible fintech innovation. The introduction of this legislation marks a major milestone in the government’s systematic roadmap to integrate virtual assets into the mainstream financial architecture under clear statutory oversight.

This latest policy update builds upon earlier disclosures made by Secretary Hui. Back in January, Hui initially revealed that financial regulators were on track to submit a comprehensive draft proposal regarding crypto asset regulation before the end of 2026. During those earlier remarks, he also noted that the Hong Kong Monetary Authority (HKMA) had already commenced the intricate process of reviewing and processing license applications for prospective stablecoin issuers operating within the jurisdiction.

The momentum behind Hong Kong’s regulatory rollout continued to build in April, when the HKMA achieved a significant milestone by granting its very first stablecoin issuer licenses. Those inaugural authorizations were awarded to Anchorpoint Financial and the Hongkong and Shanghai Banking Corporation (HSBC), signaling that traditional banking giants and specialized fintech firms alike are eager to participate in Hong Kong’s regulated digital asset space under clear government supervision.

The parallel advancement of stablecoin oversight and the upcoming four-category licensing bill highlights a coordinated effort by Hong Kong financial authorities to establish regulatory clarity across multiple facets of the digital asset industry. As regulators prepare to submit the amendment bill within the year, market participants, institutional investors, and fintech startups are closely monitoring the evolving legal landscape, anticipating that the new rules will provide the necessary legal certainty to scale digital asset operations securely from Hong Kong into broader international markets.
