Hong Kong to Introduce Comprehensive Licensing Regimes for Digital Asset Trading, Custody, Advisory, and Management Services by Late 2026

The Hong Kong government has officially reaffirmed its legislative timeline, confirming plans to submit a comprehensive amendment bill before the end of 2026 to establish formal licensing regimes for four critical pillars of the digital asset ecosystem: trading, custody, advisory, and management services.

The announcement, which marks a significant step forward in the region’s ambitions to become a leading global virtual asset hub, was delivered by Christopher Hui, Hong Kong’s Secretary for Financial Services and the Treasury. Speaking during a policy briefing, Hui outlined the government’s decisive trajectory toward a broader, institutionalized regulatory framework designed to encompass the rapid evolution of financial technology and digital assets.

According to an official statement released by the Hong Kong government, the upcoming amendment bill will formally bring digital asset trading platforms, custody providers, advisory services, and asset management operations under a unified and rigorous regulatory umbrella. This move directly responds to the continuous wave of innovative developments sweeping across the modern financial technology landscape, ensuring that market participants operate within a secure, transparent, and legally sound environment.

The latest policy update builds upon prior announcements made earlier in the year. Back in January, Secretary Hui revealed that financial regulators were actively on track to submit a comprehensive draft proposal regarding crypto asset regulation before the close of 2026. At that time, he also highlighted that the Hong Kong Monetary Authority (HKMA) had already initiated the intricate process of reviewing and processing license applications for prospective stablecoin issuers operating within or from the jurisdiction.

Momentum within the regulatory sphere accelerated notably in April, when the HKMA reached a major milestone by granting its very first stablecoin issuer licenses. These foundational approvals were awarded to Anchorpoint Financial and the Hongkong and Shanghai Banking Corporation (HSBC), signaling Hong Kong’s readiness to integrate regulated digital fiat representatives into its traditional banking and payment infrastructure.

By systematically addressing each tier of the virtual asset value chain—ranging from stablecoin issuance and day-to-day trading to secure custody solutions, professional investment advice, and sophisticated portfolio management—Hong Kong is progressively constructing a robust regulatory architecture. This systematic expansion of oversight not only aims to protect retail and institutional investors alike, but also reinforces the city’s long-standing reputation as a premier international financial center capable of safely embracing the future of blockchain and digital finance.
